CairnsPlan 2016 Amendments

Planning scheme amendments are required from time to time to keep the CairnsPlan 2016 up to date and operating effectively.

Each time an amendment is adopted, a superseded planning scheme is created.

The table below provides a list of the amendments to the CairnsPlan 2016.

Amendment 2 of 2019 - Qualified State Interest Amendment ( PDF, 0.12 MB ) v2.0

This amendment integrates the outcomes of the Advertising Devices Policy Review 2019 and amends the types of advertising devices regulated under the planning scheme.

Amendment 3 of 2019 - Minor Amendment   ( PDF, 0.05 MB ) v2.1 This amendment updates Table 8.2.7.3.b — Minimum immunity (floor levels) for development in the flood and inundation risk category to be consistent with the applicability of the Building Assessment Provisions to Building Works Adopted 23 October 2019. Major Amendment 1 of 2021 – Major amendment ( PDF, 0.22 MB ) v3.0

The amendment:

  • addresses feedback from the community and development industry;
  • improves the efficiency of the scheme;
  • removes unnecessary triggers for development applications;
  • updates the planning scheme mapping;
  • ensures the planning scheme is contemporary and complies with the requirements of the Planning Act 2016; and
  • reflects the outcomes of the Freshwater and Stratford Town Planning Survey 2019.

Amendment 2 of 2021 – Minor amendment ( PDF, 0.12 MB ) v3.0 The amendment integrates updated Matters of State Environmental Significance (MSES) mapping and updated State Heritage Places mapping into the planning scheme. Adopted 13 October 2021.

Amendment 1 of 2022 – Minor Amendment including an Administrative Amendment and CairnsPlan 2016 Version 3.1 - Explanatory statement and summary of amendments   ( PDF, 0.13 MB ) v3.1 This amendment integrates the Cairns South State Development Area into the planning scheme. Adopted 13 July 2022. Commenced 2 August 2022.
Local Government Infrastructure Plan Administrative Amendment 1 of 2022 –Explanatory statement and summary of amendments ( PDF, 0.12 MB ) v3.1 This amendment clarifies that the Local Government Infrastructure Plan does not consider the Cairns South State Development Area. It occurred concurrently with the CairnsPlan 2016 Amendment 1 of 2022 – Minor Amendment including an Administrative Amendment and CairnsPlan 2016 Version 3.1. Adopted 13 July 2022. Commenced 2 August 2022.
