Cairns endeavours to be an accessible and inclusive city, supporting residents and visitors in enjoying everything it has to offer – from lush parks and natural swimming spots to the bustling CBD, arts and cultural events, and dining precincts.

Home to over 28,000 residents with disability and nearly 4,000 NDIS registered individuals, Cairns also welcomes thousands of tourists per year, including people with disability, their friends, families, and support workers. Both tourists and locals benefit from a wide range of accessible venues, programs, and events, making Cairns a highly attractive place to live and visit.

To ensure the continued prioritisation of access and inclusion, Council’s Disability Access & Inclusion Plan (DAIP), alongside other plans such as the Arts & Disability Strategy, set goals and practical actions for achieving better outcomes for people with a disability.


Disability Access and Inclusion Plan (DAIP) 2024-2026

In October 2023, Council endorsed the Disability Access and Inclusion Plan (DAIP) 2024-2026, which builds on the successes of the previous plan and outlines ongoing targets to enhance equitable access, inclusion and community wellbeing.

Council consulted advocacy groups and individuals with lived experience to ensure the perspectives of people with disability are central to the plan. Conversations with key disability support providers and local businesses further embedded the plan within the context of the broader community.

Responsibility for the actions outlined in the DAIP is distributed organisation-wide demonstrating a commitment to making inclusion a standard operation, sharing responsibility and benefits organisation wide.

Disability Access and Inclusion Plan 2024 –2026 Completion Report

Councils Disability Access and Inclusion Plan 2024 -26 term officially concluded in January 2026.  In May 2026, the Disability Access and Inclusion Plan 2024 – 26 Completion Report was released, highlighting Council’s significant achievements over the two-year term of the Plan.  Of the 37 actions, 86% were completed, while 3 (8%) remain in progress and the final 2 (5%) are scheduled for commencement in 2026.

Councils’ commitment to improving disability access and inclusion will continue beyond the completion and reporting of the Plan. Over the coming months, Council will commence work on the development of a new plan to continue this important work. The new Plan will be informed by the achievements and learnings from the completed plan, as well as input from the disability community, Council staff and community sector stakeholders.

Accessible Cairns: Access for All Directory

Our Access for All Directory helps locals and visitors with a disability, as well as their family, friends, carers and support workers, to plan their trip to and access services around the Cairns region.

To use the directory:

  1. Choose a location
  2. Select an available service
  3. Download the documents for a detailed description of the accessibility features of the property including:
    • access to public areas and entry to reception (e.g. number of steps)
    • number of accessible rooms available and bed configurations
    • are assistance dogs welcomed
    • ramp locations
    • sanitary facilities
    • parking
    • photographs and measurements of rooms for wheelchair access.

Services and information for people with disability in Cairns

The following services enhance and facilitate equitable access to assets by all members of our community, and help foster a socially inclusive community in which people are not discriminated against.

Support and information directory

  • National Disability Insurance Scheme (NDIS) - The NDIS provides funding to eligible people with disability to gain more time with family and friends, greater independence, access to new skills, jobs or volunteering in their community, and an improved quality of life.
  • Disability Gateway Australia - The Disability Gateway has information and services to help people with disability, their family, friends and carers, to find the support they need in Australia. This online free resource provides supports and referrals in all areas of life including income, employment, housing, transport, health and leisure.
  • National Disability Services (NDS) - NDS is Australia's peak body for non-government disability service organisations, representing over 1100 non-government service providers. Collectively, NDS members operate several thousand services for Australians with all types of disability.
  • Queensland Government - The Queensland State Government has created a share space of information for individuals, families and businesses in the disability community. Learn about diagnosis, support for children, resources to get out and about, legal services and business accessibility initiatives.
  • Accessible Australia Map - Spinal Life’s Accessible Australia app allows peace of mind when planning outings. This is a free online resource which users can leave feedback regarding accessibility of venues, so you can ‘know before you go.’
  • Mission Australia NDIS Local Area Coordination (Cairns)
  • Mission Australia NDIS Early Childhood Approach - Cairns QLD - Mission Australia is the NDIS (National Disability Insurance Scheme) Partner in the Cairns Community and surrounding regions.  They help people with disability get the supports they need to live the life they want and be included in their community. Mission Australia delivers both Early Childhood Approach (ECA) and Local Area Coordination (LAC) services.
  • My Community Directory – Cairns Community Directory - Support services, community groups, sports clubs, volunteering opportunities and much more. This directory features hundreds of listings for residents and visitors to connect with local businesses and organisations.
  • Tropical North Queensland (TTNQ) Accessible Travel webpage - Tropical North Queensland has an Accessible Travel webpage, highlighting a diverse range of travel experiences and accommodation for customers with disability.
