Development and Investment Incentive Support Policy
Council's Development and Investment Incentive Support Policy ( PDF, 0.98 MB ) (effective 1 July 2023 until 30 June 2026) aims to support the Cairns economy and encourage development which:
- Broadens the economy;
- Enlivens and enriches our key centres;
- Adds additional housing options into the market;
- Is catalytic;
- Revitalises the Cairns CBD; and
- Champions tropical design.
The policy aligns with Council’s Economic Development Strategy 2022-2026.
The Policy provides support for eligible development in the form of:
- Full waiver of infrastructure charges;
- Partial waiver of infrastructure charges; and/or
- Stimulus payments.
To be eligible for support, eligible development types must meet all of the following::
- development approved post 1 July 2023; and
- has substantially commenced building works prior to the expiration of the policy period; and
- no less than 80% of the workforce on site consists of locals; and
- is acted upon within the initial currency period; and
- is not as a result of a compliance matter; and
- is not located within the Cairns South State Development Area.
The above requirements do not apply for development that is defined as catalytic development, development that incorporates tropical design or development seeking a stimulus payment for revitalisation of the Cairns CBD.

Catalytic development | Catalytic development means development that, is likely to satisfy several of the below elements:
To be considered by the full Council on a case by case basis. Please note that Reconfiguration of a Lot development is not considered to be catalytic. | Full waiver of infrastructure charges |
Development that encourages tropical design | Development that meets the shading requirements by providing a minimum 50% shading to the external surfaces of the buildings through the use of permanent components of the built structure; and/or | 10% waiver of infrastructure charges |
Development that encourages tropical design | Development contained within Centre or Mixed-use zones that demonstrates buildings and structures are vertically landscaped for a minimum of 15% of the surface area of each façade for the full height of the development. | 15% waiver of infrastructure charges |
Revitalisation of the Cairns CBD | Façade repurposing / revitalising works on an existing vacant building that is substantial enough to require a development permit in its own right. Must satisfy the below eligibility:
| Up to 50% of renovation costs to a maximum of $25,000. Stimulus cap of $100,000 per financial year. |
At the time the infrastructure charges for your development become payable, you will need to submit the Development and Investment Incentive Support Policy Eligibility Criteria Form ( PDF, 0.25 MB ) to Council:

- In person - over the counter at Council's main Customer Service Centre, 119-145 Spence Street, Cairns.

Council is able to levy charges for new development under the Planning Act 2016 and our Charges Resolution ( PDF, 1.48 MB ). As part of the development assessment process, Council may issue an infrastructure charges notice. This notice sets out the amount of infrastructure charges required to be paid, how these are calculated, and when they are due.
Infrastructure charges are intended to offset the impact of new development on infrastructure which is shared between multiple users and the public (trunk infrastructure). The infrastructure charges which Council levies contributes towards the costs of expansion and augmentation of trunk infrastructure. They are an important revenue source for Council and assist Council in managing the financial impacts of infrastructure demands arising from development growth and help in managing the fiscal impacts across the broad rates base (i.e. ratepayers).
