Cairns Climate Change Strategy 2030
The decade of 2020-2030 is critical for climate action. The Cairns Climate Change Strategy 2030 sets out a pathway for Cairns Regional Council to manage climate risks and to support the climate aspirations of our community.
We have identified six focus areas where the most significant gains can be made to mitigate greenhouse gas emissions in the Cairns region and assist the natural environment, our communities and our economy to adapt to climate change impacts.
In developing the Strategy, we consulted with subject matter experts, community members, Traditional Custodians, sector representatives and climate action advocates. The Strategy was endorsed by Council in March 2022.
2026 Strategy mid-term update
In 2026, the Strategy was reviewed and updated to align with Council’s Corporate Plan 2025-2030 ( PDF, 4.43 MB ) that was endorsed in December 2025.
The mid-term update reflects significant progress achieved since the Strategy was adopted in 2022. It incorporates lessons learned during delivery and refines actions to focus on areas where Council can have the greatest impact - including disaster resilience, climate risk management, water security, urban greening, transport, environmental stewardship and community education.
The update also simplifies actions to improve delivery and reporting, while clearly outlining where Council will lead, support and work with others on climate initiatives.
Since the Strategy was adopted in 2022, 32 actions have been completed and are ongoing, with a further 39 actions currently underway. These include renewable electricity procurement, solar installations across major facilities and energy efficiency improvements.
The mid-term update sets out more than 70 actions over 6 focus areas. Implementation will be monitored and reported through Council’s Operational Plan 2025-2030, Energy and Emissions system and State of the Environment reporting (to be delivered in FY27).
Our commitments
- 43% emissions reduction for Council operations by 2030 on 2007/08 levels
- 82% of Council electricity supplied from renewable energy by 2030

- Support community & businesses to adopt sustainable practices
Looking forward
Council is currently on track to meet its nationally aligned target of 43% emissions reduction by 2030. New infrastructure and the treatment of Large-Scale Generation Certificates will play a key role in target progress between now and 2030.
As part of the mid-term update, Council has also sharpened its focus on Scope 1 and Scope 2 emissions. This approach recognises Council’s emission reduction priorities of renewable energy, electrification, energy efficiency and fugitive gas management.
This Strategy also aligns Council with Australian Government targets post-2030 and the global target of net zero emissions by 2050.
Community engagement
As part of the development of the strategy Council engaged over 2,300 people to provide input into the vision, objectives and actions. A summary of the engagement is below.

- 2021 May - Community and Industry Workshops (130 engaged in 11-sector-based workshops)
- 2021 May to June - Community Climate Change Survey (571 respondents)

Climate Summits 2021
More than 150 people joined a series of forums hosted by Council in September 2021 as part of the development of the Cairns Climate Change Strategy 2030.
Three climate summits were held at Tanks Arts Centre for school children, industry and government, and community members to help set a pathway towards net zero emissions in Cairns and build our ‘green economy’.
- More than 30 school children from 16 primary, high schools and traditional owner groups across the Cairns and Tablelands regions were represented at the second Cairns Youth Climate Summit.
- Around 60 local industry, government, Traditional Owner and community representatives representing the sectors of transport, energy, natural resource management, health, planning and sustainability provided feedback on the strategy and shared their ideas for its development.
- Approximately 50 community members attended the community summit to learn about the strategy development and share their ideas.
