Request for Proposals: Go Clubs Security Infrastructure Project 2026-27
The Go Clubs Security Infrastructure Project will open for proposals on 1 April and close on 31 May 2026
The Go Clubs Security Infrastructure Project assists local sport, recreation, arts, culture and community organisations with the development of security infrastructure.
The project allows applications with a value between $5,000 - $35,000 (GST exclusive) and all works are to be completed by Cairns Regional Council prior to 31 December 2027.
Objectives of the project
The aims are to support renewed or upgraded security infrastructure that:
- Contributes to enhanced community safety by promoting the responsible and positive use of space.
- Improves the organisation’s facility security and/or asset protection.
- Addresses crime, anti-social behaviour, and other security risks at your facility to contribute to greater community resilience and wellbeing.
Key Points
- One off opportunity to submit proposals for Council to fund and deliver a project that meets the project objectives and eligibility criteria.
- Open to Not-for-Profit organisations that hold tenure on Council owned or controlled land. Projects on land not owned by Council are not eligible.
- Council will be responsible for delivering the work for all successful projects, including project management.
- Co-contributions will not be accepted. Proposed project total must match preferred quote/s.
- The proposed initiatives should contribute to the objectives.

- December 2027 - Completion of all projects
What is the available funding?
The funding allows proposals between $5,000 to $35,000 (GST exclusive) and all works are to be completed by Cairns Regional Council prior to 31 December 2027.
Clubs and organisations will need to provide quotes for the application. As projects will be managed and completed by Cairns Regional Council, club contributions will not be accepted.

Guidelines
- Detail the impact that crime/vandalism has had on your organisation (financially, physical damage, volunteer time/effort) (50%)
- Detail how your project aligns with the objectives (40%)
- Demonstrate how this project is a priority for your organisation (10%)
Applicants must:
- be registered with Council’s Go Clubs Program and eligible as defined by the Community Grants Policy.
- be a registered not-for-profit organisation (defined as any local organisation, club, state or national organisation, that holds incorporated status under the Associations Incorporations Act 1981, or is a company limited by guarantee under the Corporations Act 2001, and does not operate for the profit or gain (either direct or indirect), of its individual members either from ongoing operations or on its winding up).
- occupy a facility that is on Council owned land. Projects on land not owned by Council are not eligible.
- have no outstanding Council grant/s that have not been satisfactorily acquitted.
- have no overdue outstanding payments to Council (e.g. rents, rates, fees, Council guarantor loan repayments).
- not be a political party or discriminatory group.
- not be a school, university or TAFE college.
- not be an organisation that owns, leases, manages or operates premises with poker machines.
Applications will not be considered if the request is for:
- funding a project that has already occurred
- funding seasonal or regular bookings of Council managed facilities
- funding usual business operating expenses
- purchasing a motor vehicle and/or funding vehicle expenses
- projects that are the subject of litigation
- projects that duplicate existing services or programs
- projects with a sole religious or political purpose
- projects, events or activities outside the boundaries of Cairns Regional Council
The following supporting documentation is required:
- Financials including cash balance (for applications over $5,000):
- Submit the organisation's previous years financial statement (as submitted to the Office of Fair Trading)
OR - The latest treasurer's report covering previous 12 months and provide evidence of the organisation’s current bank balance at the time of application.

- Site plan / aerial image
- Building plans / engineered designs/compliance with Australian standards (if applicable)
- Written quotes for the project (when providing multiple quotes, each quote must have an identical scope)
- Less than $10,000 (ex GST) 1 x quote required
- $10,000 to less than $21,000 (ex GST) 2 x quotes required
- $21,000 (ex GST) and above 3 x quotes required
- If your project involves multiple aspects, (e.g. different trades involved), then the different aspects should each adhere to the number of quotes needed as described above.
- When providing multiple quotes, each quote must have an identical scope for that aspect of the project.
- Proof of not-for-profit status (Certificate of Incorporation)
- Public Liability Insurance (up to $20 million with Cairns Regional Council noted as an interested party)
- Current Annual General Meeting (AGM) minutes
- Applications will be reviewed by the grants team for completeness and to ensure eligibility.
- The application will be assessed by the community strategy unit. Recommendations will be submitted to Council for consideration. This process may take up to four months to complete.
- The Go Clubs team will inform you of the final decision made by Council. If successful, there may be amendments to the project scope and works that Council will fund.
