Council delivers budget focused on essentials and community priorities

• $421.8M capital works program adopted for 2025/26
• Record investment in water security and essential services
• Parks, roads, and community spaces receive major funding boost

Cairns Regional Council has adopted its 2025/26 Budget, unveiling a record $421.8 million capital works program focused on essential infrastructure, community assets, and long-term sustainability.

Mayor Amy Eden said the budget reflects a careful and responsible approach, with a strong emphasis on supporting residents amid rising cost-of-living pressures.

“We know the cost of living is front of mind for many households, so we’ve approached this budget with care and responsibility,” Mayor Eden said.

“Our focus is on sensible spending – investing where it matters most, without compromising the services that keep our city ticking and our community connected.”

Major Investment in Water Security

The centrepiece of the budget is a $260.1 million investment in Cairns Water Security Stage 1 (CWSS1) – the largest single project in Council’s history.

The $472 million project is supported by a $390 million joint funding commitment from the Australian and Queensland Governments.

An additional $28 million is allocated for drinking water infrastructure upgrades, including a new reservoir at Mount Peter and improvements to existing mains.

“We’re preparing not just for today, but for the future,” Cr Eden said.

“These investments will ensure that as our city grows, we can continue to deliver safe, clean water to every household.”

Roads, Drainage and Transport Projects

To improve connectivity and safety across the city, the budget commits $54.7 million to transport and drainage works. Key projects include:

• Completion of Navigation Drive in Trinity Beach
• Ongoing stormwater renewals
• Pavement rehabilitation across multiple suburbs

“We’re improving the everyday infrastructure people rely on – the streets they drive, the paths they walk, the drains that protect their homes in the wet season,” Cr Eden said.

Core Services Remain a Priority

Council has allocated:

• $32.9 million for sewage treatment
• $2.9 million for waste and recycling services

These funds ensure the city’s essential services remain robust and responsive.

Community Spaces and Parks Get a Boost

More than $21.8 million will be invested in parks, playgrounds, sporting facilities, and community amenities.

Highlight projects include:

• $2.35 million rejuvenation of Muddy’s Playground on the Esplanade
• Upgrades to the Red Arrow walking track
• Final design work for the Cairns Community and Multicultural Centre at White Rock

“Cairns locals love their outdoor spaces and we want to keep them safe, accessible and welcoming,” Cr Eden said.

“Whether it’s a parent taking their kids to the playground, a morning jog up the Red Arrow, or a community event in White Rock – these are the things that make our city feel like home.”
