Express DA is an accelerated assessment initiative offering a simple, faster way to progress low-risk development applications.

Development industry representatives including planning consultants, building designers, architects, and building certifiers can participate by attaining Express DA accreditation.

The initiative allows suitably-qualified professionals to lodge certain types of planning applications in a way that enables Council to promptly issue approvals for those applications.  By becoming an Express DA accredited consultant, development industry representatives can be involved in a more hands-on approach in the development assessment process, provided the proposed development is low risk.

You can expect a decision on an Express DA within 10 business days of Council receiving a well-made application.

How it works

The Express DA program is based on decision-ready applications for specific development types. Its efficiency is underpinned by:

  1. Clear standards for nominated development applications based on the planning scheme and its associated benchmarks, and adopted Council Policies; and
  2. An accreditation system and process where Council could reasonably rely on a suitably qualified consultant's report to make a decision.

Express DA aims to reduce timeframes and impacts on industry and Council, and to increase accountability and use of professional consultants. It protects the integrity of the planning assessment and approval process by empowering only accredited consultancies which have demonstrated appropriate expertise, experience and integrity.
