Stronger flood protection and healthier waterways for Cairns

A long-term plan to protect homes, improve creek health and build climate resilience in one of Cairns’ most crucial catchments has been finalised.

The Saltwater Creek Catchment Resilience Master Plan forms a key part of Council’s $2.8 million Saltwater Creek Flood Mitigation Project, endorsed last year to tackle risks from flooding, sea level rise, storm tides and heat.

Funded with support from the Federal Government, the project has already delivered practical improvements, including drainage upgrades in Iona Close, Edge Hill that reduced flood risk for 40 properties.

Deputy Mayor Brett Olds, who chaired Wednesday’s Ordinary Meeting, said the Master Plan provides both a blueprint for the future and tangible benefits for the community.

“Saltwater Creek is one of our most crucial ecosystems, and this plan ensures we’re acting now to protect homes, safeguard our environment and build resilience against the impacts of climate change.

Importantly, it also creates opportunities for greener, healthier neighbourhoods for our residents.”

Division 7 Councillor Anna Middleton said the Master Plan strikes the right balance between protecting natural assets and preparing for urban growth.

“Saltwater Creek is a vital corridor, both environmentally and culturally.

This plan gives us a clear pathway to strengthen flood resilience while also improving water quality and enhancing green spaces for the community.

It’s about long-term benefits for both people and the environment.”

Division 5 Councillor Rob Pyne said residents can be confident Council is planning for a safer future.

“Flooding has long been a concern in this area, and locals know the impacts all too well.

This plan shows we’re taking practical steps to reduce risks while also protecting the natural values that make Cairns such a special place to live.

It’s a win for our community and for future generations.”

The new Master Plan provides the long-term vision and framework to guide future actions in the catchment.

It will inform creek rehabilitation, water-sensitive urban design and expanded green space initiatives.

Flowing from the foothills of Mount Whitfield into the Great Barrier Reef lagoon, Saltwater Creek Catchment is home to wetlands, mangroves and riparian corridors that hold both ecological and cultural significance.

The Master Plan ensures these values are protected while responding to the challenges of urbanisation and climate change.

This initiative supports Cairns Regional Council’s Corporate Plan 2025-2030, with a strong focus on protecting natural assets, designing for liveability, fostering community and culture, and delivering good governance.

The Saltwater Creek Catchment Resilience Master Plan and Implementation Plan was developed with funding from the Federal Government’s Preparing Australian Communities: Local Stream grant.
