Annual Report highlights Cairns’ biggest year yet

• $257 million invested in capital works across Cairns, delivering upgrades to water, wastewater, roads, parks and community facilities.
• Construction commenced on Cairns Water Security Stage 1 project – the city’s largest-ever infrastructure project, backed by $390 million in funding.
• $20 million net operating result increased capacity to contribute to the capital program and reducing the reliance on debt.

Cairns Regional Council has released its 2024-25 Annual Report, delivering a record investment in infrastructure, and significant progress on the city’s largest-ever project, Cairns Water Security Stage 1 (CWSS1).

Council finished the year with a $20 million net operating result that supports a reduced reliance on debt and improves future financial stability.

More than $257 million in capital works was invested across the city, from water and wastewater upgrades to roads, parks and community facilities.

Mayor Amy Eden said the results highlighted Council’s focus on delivering value for residents while preparing for growth.

“This year we refocused on financial discipline and began building the infrastructure that will safeguard Cairns for decades to come.”

“The Cairns Water Security Stage 1 project has now passed its halfway mark, supported by $390 million in State and Federal funding, ensuring reliable water for generations to come.”

“But creating a great city isn’t just about pipes and footpaths, liveability is also about identity and pride of place,” Cr Eden said.

Council strengthened Cairns’ cultural and community life through continued investment in festivals, events and tourism, including a $3.4 million contribution to Tourism Tropical North Queensland (TTNQ) and ongoing work on the Major Events Precinct Master Plan to enhance vibrancy across the city.

In 2024-25, Council also:

• Collected more than 4.79 million bins, with a 99 percent resolution rate for the 701 (0.01%) missed services.
• Reduced debt per property to $1,322, down from $1,702 in 2023-24.
• Contributed a further $8.6 million in grants and discretionary funds to support community organisations.

CEO Ken Goldthorp acknowledged ongoing challenges with aging water and wastewater infrastructure.

“Our city’s growth, climate pressures and aging pipes have combined to create real challenges in maintaining water quality and reliability.

While these issues are being felt now, Council is investing in solutions.

We’re renewing assets today and building the CWSS1 project to safeguard Cairns’ water for decades to come.
