Sport facilities & venues
Council provides a range of sport and leisure centres for Cairns residents to get active. These centres are owned by Council and leased to management organisations.
To access non-leased sporting facilities in Cairns please contact the appropriate sporting organisation regarding access as they may be under a Management Agreement.

A number of different tenure agreements (the conditions under which land or buildings are held or occupied) are available for not for profit (NFP) groups, such as:
- short and long term leases
- permits or licences
- management and user agreements, or
- a combination of the above.
The type of tenure offered by Council will depend on:
- the type of activity undertaken
- what infrastructure is required
- the suitability of the premises, and
- how regularly the activity occurs.
Your tenure agreement will be one of the most valuable documents to your organisation
and it should be kept in a safe place by the committee.
Council has created a set of Guidelines for Community Tenure for your information. These guidelines cover all aspects of leasing or agreements with Council and the associated forms that you may need if you want to occupy Council property.
Under a tenure arrangement, Council’s consent must be obtained before making any improvements, additions or alterations within or to the leased area; permit or licence area; management agreement area and/or user agreement area.

Eligible not-for-profit (NFP) organisations may be able to access relief either in full or part waiver of listed fees relating to venues, licences and approvals, plumbing applications, waste disposal and development assessment. For more information and eligibility criteria, download:
