Proposed CairnsPlan 2016 Major Amendment and Planning Scheme Policy Amendments

On 11 November 2020 Council resolved to undertake public consultation on a proposed major amendment to the CairnsPlan 2016 planning scheme and associated amendments to its Planning Scheme Policies.

Public Consultation is from Tuesday 17 November 2020 until 31 January 2021 inclusive. Submissions can be made to Council on the proposed amendments during this time.

Proposed CairnsPlan 2016 Major Amendment

The purpose of the proposed CairnsPlan 2016 Major Amendment is to:

  • address feedback from the community and development industry;
  • improve the efficiency of the scheme;
  • remove unnecessary triggers for development applications;
  • update the planning scheme mapping;
  • ensure the planning scheme is contemporary and complies with the requirements of the Planning Act 2016; and
  • reflect the outcomes of the Freshwater and Stratford Town Planning Survey 2019.

Freshwater and Stratford Town Planning Survey

The proposed amendments also address the outcomes of the Freshwater and Stratford Town Planning Survey undertaken by Council in 2019. In response to the outcomes of this survey, Council is proposing a number of changes to the planning requirements for development within the Freshwater and Stratford Neighbourhood character areas. The outcomes of the survey are outlined in the Consultation report below.

Anyone can make a written submission about any aspect of the proposed amendments from 17 November 2020 until midnight on 31 January 2021. Submissions can be lodged by:

  • completing your submission online using the below form;
  • email to: planningscheme@cairns.qld.gov.au;
  • by mail to PO BOX 359 Cairns QLD 4870; or
  • or in person at Council Chambers at 119-145 Spence Street, Cairns.

Any person may make a submission about any aspect of the proposed amendments. To be considered properly made, the submission must:

  • be in writing;
  • include the name and residential or business address of each person making the submission;
  • include a postal address or email address;
  • include the grounds (reasons) for the submission and the facts and circumstances relied on in support of the grounds
  • be signed by each person making the submission; and
  • be made during the consultation period from Tuesday 17 November 2020 to midnight Sunday 31 January 2021.
