| Summary of Local Law No.14 (Keeping and Control of Animals) | | Douglas Shire Council's Local Law No.14 encourages responsible pet ownership. Some of the requirements of the Local Law are shown below: -
Obligation to Register - A person must not keep an animal for which registration is required unless the person holds a current certificate of registration for the animal from the local government. The person who keeps the registered animal must ensure that the animal carries the indentifying tag. The keeper of a dog older than three (3) months is required to have that dog registered. Animal must be under effective control - A person must not bring or permit an animal to be brought into a public place unless the animal is under the person's effective control. A dog is not regarded as being under effective control unless the dog is on a leash and under the control of a responsible person.
Duty to provide proper enclosure - A person who keeps an animal must maintain a proper enclosure to keep the animal on the person's land and prevent the animal from wandering or escaping from the land.
Dog Barking - A person must not keep a dog on land if the dog's barking causes a nuisance. A dog's barking causes a nuisance if written complaints are received from three (3) residents of different properties or an authorised person (an officer of the Local Authority) is of the opinion that the dog barking causes a nuisance.
The following animals are prohibited in a township:
(a) Horses
(b) Donkeys
(c) Cattle
(d) Goats
(e) Sheep
(f) Special Birds (includes peacocks, emus & ostriches)
(g) Bees
