Aquis Resort at the Great Barrier Reef Pty Ltd has proposed to redevelop 343ha of rural land into a large scale integrated tourism resort near Yorkey's Knob. Key components of the proposed project include luxury hotels, apartments, villas, retail, casino, lagoon, golf course and more.
The proposal has been accepted as a Coordinated Project by the Queensland Office of the Coordinator-General, Department of State Development, Infrastructure and Planning. This does not constitute approval of the project; it must still be assessed by both the State and Local Government.
The Coordinator-General prepared draft terms of reference (TOR) for an environmental impact statement (EIS) for the project. Public comment on the draft TOR closed on 9 September 2013 and the TOR was finalised on 21 May 2014.
The EIS was open for public comment from 20 June to 5 August 2014. More information on the EIS process is available on the Aquis Resort Project page on the Department of State Development, Infrastructure and Planning website.
The State will then determine whether a future Development Application can be approved and if so, what conditions will need to be imposed on a development approval. If the declaration is given by the Coordinator General, the project proponent then submits a Development Application to Council.
Council's role in the process includes providing comments on both the Terms of Reference for the EIS and the EIS. Council formally lodged its Community Statement submission ( PDF, 0.1 MB ) in response to the EIS on 5 August 2014.
If the Coordinator General determines that a future application can be approved, Council will become the authority which decides the outcome of the development application. Council may approve or refuse application unless directed to refuse the application by the Coordinator General. Council will abide by its requirements throughout the application process and encourages community feedback and input on this project.
Council has determined that the scale of this project warrants the assistance of an independent consultant team with relevant expertise during the assessment process.
