Water & Waste charges for water consumption on a user pays basis. Notices are sent approximately every four months and are not linked with your rates notice. Residential Water Charges
- Water usage shall be charged at the rate of 89 cents per kilolitre for all water passing through the water meter within the water year.
Commercial Water Charges
Commercial water charges appear on your Water Usage Notice based on the following:
Water usage shall be charged at the rate of $1.03 per kilolitre for all water passing through the water meter within the water year.
Strata Title Units Water Charges
Residents in properties rated under a Community Title Scheme, such as units, townhouses, flats and villas are charged for water on a user pays basis.
As part of the community title scheme, Cairns Water is required to divide water consumption charges by the Body Corporate and Community Management Act 1997.
Water consumption is charged at the applicable rate per kilolitre of water for each resident's portion of consumption, as registered by the Community Title Scheme master meter. A master meter records the total consumption for the complex of units/villas within the strata title.
Unmetered Water Charges
Unmetered water charges appear on your rates notice and are separate from the water consumption charge on your water usage notice.
The charges are based on the following:
- For Unmetered Residential properties, Council deems a reasonable level of water usage at 231 kilolitres for this water year (“the deemed reasonable level of water usage”).
- A charge of $409.40 represents an access charge of $203.80 plus a water usage charge based on the deemed reasonable level of water usage, charged at the rate of 89 cents per kilolitre.
- A charge of $205.60 collectively in relation to all flats, being a water usage charge based on the deemed reasonable level of water usage, charged at the rate of 89 cents per kilolitre, plus an access charge of $203.80 per flat for each flat.

Access Charge
The access charge appears on your rates notice and is separate from the water consumption charge on your water usage notice.
The access charge for the 2009/2010 Financial Year is $203.80. This meets the costs of replacing and upgrading of the water assets and systems, reticulated water mains, pumps, reservoirs and testing of water. It also includes water connection, gate valve and meter charges for each property.
