Residential water meters are generally located near the front boundary of the house being serviced. They are typically on the opposite boundary to the electricity pillar box.
Your meter could simply be on the ground or located in a meter box.
If your meter is close to your driveway or in a position where it may become damaged (ie: run over by a vehicle or lawnmower), it is your responsibility to implement measures that will prevent damage to the meter, even though the meter remains the property of Water & Waste.
Water & Waste uses straight reading meters which are similar to car odometers.

Meter Number The meter number is stamped into the casing of each meter. This number is unique to each meter and is used to identify the meter. If you believe we have the incorrect meter recorded against your property please contact us for an investigation. Help your meter reader Water & Waste meter readers need to have easy access to your water meter. Water meters must be clear at all times and should not be covered by shrubs or trees nor should they be located behind locked gates. An estimated meter reading may be issued when access to the meter is not possible. Billing Links
