Parking Permits
Council recognises all interstate and international disability parking permits. It is important to realise however that holders of these permits are only permitted to park in on-street and off-street disability parking bays and paid parking spaces with meters or Pay & Display machines for an unlimited time free of charge. Holders of this permit are not exempt from parking in all other areas e.g. loading/taxi/bus zones.
In addition, Council also issues permits for Commercial Vehicle Loading Zones, Business and Residential Permits

Commercial Vehicle Parking Permit - Fee $80.00 pa
In Accordance with Regulated Parking Local Law – Part 6 Section 14
Parking permits are issued only to businesses that meet the eligibility criteria outlined below and subject to the following conditions:
The number of business parking permits allowed per business may be granted on conditions Council considers appropriate. All reasonable requests will be considered. Applications do not guarantee permits.
The Commercial Vehicle Permit is valid within the Cairns Regional Council area only. A vehicle displaying a commercial vehicle permit is able to park in a Commercial Loading Zone for up to a maximum 20 minutes unless otherwise stated. When not in a loading zone, a Commercial Vehicle must comply with the relevant parking requirements e.g. if parking a commercial vehicle is in a metered space – the parking fee must be paid.
Vehicles must be registered for Commercial Use.
The current Certificate of Registration for each vehicle must be sighted by one of Council’s Customer Service Representatives and a copy of each certificate is to be attached to the application form.
The Transport Operation Road Use Management Act 1995 provides the definition of a commercial vehicle as a vehicle constructed, fitted and equipped for the carriage of goods, eg panel vans, small trucks, utes, etc.
Sedans, station wagons and motorcycles are not permitted to park in a Commercial Loading Zone unless a permit has been issued by Cairns Regional Council.
To be valid, permits must be affixed securely to the inside passenger side of the windscreen so that it is clearly visible to a person outside the vehicle. Note: Transferable permits for multiple vehicles are not available.
If a permit holder disposes of the vehicle to which the permit applies, the permit holder is responsible for the removal of the parking permit and forwarding advice to Council confirming such action.
The permit holder is personally responsible for all permits issued to them. Parking permits must not be sold, transferred or allocated to another party.
Misuse of the permit is an Offence. Cairns Regional Council reserves the right to withdraw one or all permits issued. Fraudulent use of parking permits will result in the cancellation of a permit.
No refunds apply to commercial vehicle permits.
Cairns Regional Council reserves the right to change conditions as the need arises.
Business Parking Permit - Fee $1,200.00 pa
In Accordance with Regulated Parking Local Law 2003 – Part 7
Parking permits are issued only to businesses that meet the eligibility criteria outlined below and subject to the following conditions:
The number of business parking permits allowed per business may be granted on conditions Council considers appropriate. All reasonable requests will be considered. The number of available on-site parking spaces will also be taken into consideration. Applications do not guarantee permits.
In addition to the Application, an accompanying letter, on business letterhead is also required outlining reasons that the permit is sought.
The purpose of the business parking permit is for essential vehicle use and not to provide for day to day employee commuting.
No business permit will be issued to a business if it has an adequate on-site parking facility or unrestricted on-street parking space in front of or close to the business.
Vehicles must be registered for Commercial Use.
The current Certificate of Registration for each vehicle must be sighted by one of Council’s Customer Service Representatives and a copy of each certificate is to be attached to the application form.
Business parking permits are not available for boats, caravans, other trailers and heavy vehicles (a bus or truck with a GVM over 4.5 tonnes).

Resident Parking Permit - $30.00 pa
In Accordance with Regulated Parking Local Law 2003 – Part 7
The number of resident parking permits allowed for each dwelling is the maximum number of two (2) permits per residential address less the number of on-site spaces available or which may be reasonably provided at the residence. Note: Not all residential properties within the CBD are eligible to participate in the City’s resident parking schemes.
If there is an onsite car space attached to the dwelling, the resident is required to provide the registration certificates for all the vehicles registered at the applicant’s address prior to the issue of any resident parking permits.
Note: The holder of the permit is not guaranteed a parking space within the Permit Parking Scheme.
Only permanent residents who live in the CBD are eligible to apply for a resident parking permit.
Applicants must provide copies of at least two of the following documents verifying that they are a resident of the premises: Current Residential Lease; Rental Bond Board Receipt; Electoral Roll Card; Current Rate Notice; Pension Card; Dept of Housing Rental Receipt; Drivers Licence; Current Utility Account (Electricity, Water, Gas etc).
Temporary residents (ie, residents who reside in a precinct for less than three months) are not eligible to apply for parking permits.
Guests of hotels, serviced apartments, hostels or backpackers are not eligible to participate in the permit parking schemes. Note: Owners, resident managers or caretakers who reside in hotels, hostels or backpacker hotels are eligible to apply for a resident parking permit subject to meeting the usual eligibility criteria and having no on-site parking for their vehicle. The maximum allocation for a hotel, hostel or a backpacker hotel is two (2) resident parking permits.
A resident parking permit will only be issued to a vehicle registered in the applicant’s name and at the applicant’s residential address located within the CBD. The current Certificate of Registration for each vehicle must be sighted by one of Council’s Customer Service Representatives and a copy of each certificate is to be attached to the application form.
If the vehicle is a company vehicle usually parked at the applicant’s address overnight, a letter from the company, on company stationary and signed by a senior officer of the company stating the applicant has complete private use of the vehicle, must accompany the application.
A vehicle registered outside Queensland may be issued a parking permit for a maximum period of six weeks. When the permit expires it cannot be renewed to that vehicle unless the vehicle registration has been changed to Queensland, to the applicant’s name and to the applicant’s residential address within the CBD.
Resident parking permits are not available for boats, caravans, other trailers and heavy vehicles (a bus or truck with a GVM over 4.5 tonnes). Note: Should an applicant have an on-site parking space which is occupied by a trailer or caravan which has a current vehicle registration certificate, and they are seeking a parking permit to park their motor vehicle on-street then this is acceptable. The normal procedure that requires the applicant to produce the registration certificates for all of the vehicles registered at the property applies.
