CairnsPlan Cairns City Council has developed a new Planning Scheme for the City of Cairns called CairnsPlan. CairnsPlan establishes Council’s planning intentions for the City for the next 10 – 15 years. CairnsPlan was adopted by Cairns City Council on the 27 January 2005, and commenced on the 1 March 2005. A consolidated CairnsPlan was adopted by Cairns Regional Council on 25 February 2009, and commenced on 1 March 2009. The Consolidated Planning Scheme includes all amendments gazetted to 25 February 2009.
